Requests regarding the IUCN’s mission for field survey of Amami-Oshima Island,
Tokunoshima Island, the northern part of Okinawa Island, and Iriomote Island, World
Heritage candidate site
(奄美沖縄の世界自然遺産候補地調査に関する要望書)
The Amami Nature Conservation Association (ANCA) was founded in Setouchi Town,
Amami, in February 2018, by people who work to conserve the nature of the Amami
Islands. We have many concerns regarding nature conservation of Amami and are
strongly against Setouchi’s plan to develop and introduce a mega cruise line port to the
area.

Therefore, we would like to express our strong concern and request IUCN to include this
mega cruise line plan into the survey of the IUCN mission this summer. During the field
visit, we would like IUCN to consider the following requests.

Plans for mega cruise ship introduction and mass tourism
(大型クルーズ船誘致計画とマスツーリズム)
The IUCN’s evaluation submitted to The World Heritage Center in May 2018 suggested
urgent need for tourism management, nevertheless, one of the local governments,
Setouchi Town, has been trying to introduce mega cruise ships and is planning to build
a new port for 220,000 ton class ship (estimated maximum capacity: 5,400 passengers
and 2,160 crew members) for economic development.

摘されていたにも関わらず、瀬戸内町は 22 万トンクラスの大型クルーズ船の誘致をしよう
としています。)
The development for mega cruise ships and the subsequent large number of tourists
would damage the area in many ways, such as producing enormous amount of
uncontrollable waste that could cause substantial detriment to the integrity of the
proposed World Natural Heritage Site. What is surprisingly noteworthy is that this
mass-tourism promotion has been apparently approved and supported by the central
government, the Ministry of Land Infrastructure and Transport (MLIT).
Unfortunately, the other local government, Amami City, is also considering the
possibility of opening to aggressive tourism. The Naze Port in Amami City, which used
to accommodate 70,000 ton class cruise ships, might accept larger ships of sizes up to
110,000 tons in the coming years. Furthermore, there is a movement, reported in a local
paper, to accept the ships, as large as 170,000 tons, by expanding the pier.

Misunderstanding or lack of sustainable tourism
(持続可能な観光に対する理解不足)
These projects are planned and conducted by the local government and MLIT without
establishing any integrated tourism control scheme, even though local conservation
organizations are opposing them.

One of our biggest concerns is the way of thinking about how to behave as the host of a
World Natural Heritage Site, as it has not been seriously considered and discussed
among Amami’s people, including the local government. When the World Natural
Heritage comes to their mind, the first thought occurring to them is to promote tourism.
Because of a lack of understanding of sustainable tourism, they easily put mass tourism
including mega cruise ship plans into action.
(奄美の人々にとって世界遺産と聞いて最初に思い浮かべるのは観光振興です。奄美の
人々が世界自然遺産に登録されることの意味を深く考えることなく、安易にマスツーリズ
ムに飛びつくことが一番の問題であると、私たちは考えています。)
Policy Discrepancy within the central government, or between MOE and MLIT
(環境省と国交省の政策の不一致)
In the recommendation paper published in February 2019, Japan’s government declared
that it champions sustainable tourism by pursuing the Master Plan of the Amami Island
Group Sustainable Tourism enacted by Kagoshima Prefecture.
Unfortunately, the reality is that the plan has been apparently ignored and nullified by
other parts of the central government, MLIT, supporting the promotion of mega cruise
ships, while the sustainable tourism plans have difficulties in realization on local levels.

Concern on invasive alien species and illegal trade of native species
(外来種侵入および固有種違法取引の懸念)
Mega cruise ship promotion will also pose a new pathway for alien species, which also
was highlighted in the last IUCN evaluation as well as the IUCN WCC recommendation.
In recent years, notably in the Yaeyama Islands, it was reported that native species of
the islands were smuggled out and sold through internet shops at the same time the
cruise ships began their service. We, ANCA, are concerned about the impact of cruise
ship introduction as it regards to invasive alien species and native species conservation.

Defective communication between authority and people

We have become doubtful whether or not the authorities of Setouchi Town and MLIT
truly had an intention of building good communication and letting communities know
about these issues.

When MLIT officially published their plan of introducing mega cruise ships on August
14, 2017, the following day Setouchi Town had a small meeting in the targeted village
which only had a population of no more than 40 people with the other nine thousand
people of Setouchi not knowing anything about it.
(国交省が 2017 年に大型クルーズ船構想を発表した時に、瀬戸内町は発表翌日、人口わず
か 40 人に満たない当該集落に計画の説明を行ったものの、他の 9 千の瀬戸内町民には知ら
せることはありませんでした。)
The town authority hastily obtained consent from the village assembly and that of four
local business associations in the town without explaining the details of the plan. The
town disguised the situation and mislead the public to think that all the people were
supporting this mega cruise ship project and issued a petition to Kagoshima Prefecture
to help to promote the project in December of 2017.

要望書をまとめて住民からの支持があるとの体裁をつくろい、10 月には鹿児島県に対して
クルーズ船誘致の協力要請を行いました。)
The local consent from the tourism association and the fishery association, however, were
finally overturned and dismissed, because their consent was approved illegally by a
small number of members without consulting with ordinal members.
Consequently, the town authority was forced to withdraw the petition in May 2018 and
promised that they would hold an advisory committee and openly discuss the
introduction of cruise ships.
(結局、町の観光協会と漁協からの要望書は、正式な手続きを踏んでいなかったことから、
撤回されました。町当局は県に対する誘致協力要請を取り下げざるを得なくなり、新たに問
題をオープンに話し合うための検討協議会の開催を約束しました。)
The committee started in October 2018, comprised of three professors and sixteen other
local members, including ANCA’s chairman, all of whom were selected by the town

authority. Although four meetings have been held, the discussions have failed to be
fruitful because the details of the mega cruise ship plan have not been disclosed and
remain vague. Additionally, as the three professional members are all from backgrounds
of engineering or construction, not from environment or tourism, the other uninformed
members have difficulties in focusing on key matters, such as environmental impacts of
cruise ships or sustainable tourism of a World Natural Heritage Site.

で、当局に参加を要請された専門家に環境や観光の専門家は含まれておらず、的を得た議論
は困難であり、実りある結論に達することはできていません。)
Conclusions and requests to IUCN

We, ANCA, look forward to seeing the Amami Islands be listed as a World Natural
Heritage Site in 2020. We are afraid that present developments of aggressive tourism
planning conducted thorough policy discrepancies between the MOE and MLIT, have
created a lack of understanding of sustainable tourism, and this malfunctioning
communication between stake holders would make it difficult for us to ensure the
integrity of nature conservation, as well as the objectives and values of the World Natural
Heritage.
(私たちは、奄美が世界自然資産として登録されることを願ってやみません。しかし、現在
環境省と国交省の政策が一致しないなか、住民の持続可能な観光にたいする理解が進まな
いままマスツーリズムが進行すると、世界遺産の価値保全が不可能になることを懸念して
います。)
We believe that IUCN shares our concerns and as such, ANCA requests IUCN to
carefully scrutinize the tourism strategy in Amami, as well as its conduct regarding
nature conservation in the coming field mission to access the proposed World Natural
Heritage Site.
